I was struck in my time at the OECD that DFID was the bilateral that best fit two crucial criteria for a development agency, a hard head – the hardest in the business -- and a soft heart. It would be a shame to confuse DFID’s soft heart – what you rightly refer to as its culture of commitment – with a soft head.]]></description>
